Similarly with <br />an aircraft taking off toward the south, the aircraft would be more than one mile away and east of <br />1-85 before turning. The aircraft would likefy have a westedy destination before one would poten- <br />tially see the aircraft; east and southern destinations would turn lee and not be visible frqm <br />Favoni and northern destinations would not likely use that departure end except when the winds fa- <br />vored that departure direction. To test oumelves, we developed a computer program to estimate per- <br />ceived size of an aircraft on approach, departure, or flight pattern. The typical aircraft used <br />for the analysis was the turboprop. Perceived aircraft size in the sky ranged on approach to tje <br />size of a nickel to the size of a halt dollar in the flight pattern. <br /> <br />In terms of approaches to the airport and the visibility of aircraft in flight pattern, the rela- <br />tive location of Favoni 1500 feet west of the northern end of the runway and being parallel, i.e., <br />one side to the runway rather than in its approach, one would find that the general one retie'flight <br />pattern radius of the runway would most always find aimraft 1/2 mile to the west of Favoni. <br />Again, the likelihood of the visual impact being as great at this distadce given topography/foliage <br />as tl~e repute~ continuous overtlights by commercial aircratt enroute to the Charlotte Douglas Inter- <br />national Airport is questionable. <br /> <br />The Airport Master Plan describes a 20 year scenario noise curve of Ldn 65 not to excee~l airport <br />proparty. The same ~nalysis would not place Favoni in the Ldn 60 curve. Therefore, the Ldn 55 im- <br />pact of the proposed airport reiative to the Historic register-listed site should be acceptable. <br /> <br />We hope that this In[ormation will further clarify the issue. Noise and aesthetics of Favoni <br />should not be affected by the proposed Poplar Tent Airport, a general aviation facility. From re- <br />ports of residents nearby, the current commemlal air traffic and its attendant noise enroute Char- <br />Iotte Douglas presents a greater threat of disturbance today than the proposed Cabarrus County Air- <br />port would be both in the near and long term future. <br /> <br />Sincerely, <br /> <br />WILBUR SMITH ASSOCIATES, INC, <br /> <br />Gary D.
