INTRODUCTION <br /> <br /> The concept behi.d this proposal is to establish a water based or <br /> passive park at Coddle Creek Reservoir. The context of high accessibility <br /> for the public coupled with the attributes for land and water conservation <br /> are the basis for this concept. Due to ~he COddle Creek Reservoir as <br /> a large water supplF within the devdloping urban area, this concept has <br /> significance for not ertlF a park program but Cabarrus County Conservation <br /> objectives in general, Further, the relationship of this proposed park <br /> site to Frank Liske Park provides a framework for the overall park system <br /> and will serve to balance active and passive recreation opportunitie~. <br /> <br /> Appropriate uses of the proposed park site are those which reinforce <br /> the concept of passive recreation. Theme include group and family <br /> picnicking, water based facilities, including boat ramps, docks, and <br /> bank fishlng~ and trail systems for hiking and walking. This proposed <br /> site would be an excellent setting for a variety of leisure opportunities, <br /> such as camping~ 9ss~mbly areas, n~tural 'areas, and interpretive facilities <br /> (nature center). With a wide variety of passive facilities and ~erviceS <br /> Coddle Creek Reservoir Park would provide vital leisure opportunities <br /> to Cabarrus County citizees as well as recover a large percentage of <br /> its operational expenses. <br /> <br /> PURPOSE AND SCOPE <br /> <br /> The primary purpose of the Coddle' Creek Reservoir is to provide <br />drinking water for Cabarrus County. The secondary purpose is to provide <br />public recreation opportunities while protecting tho water supply. Any <br />activity that is deemed harmful, such as swimming, water skiing, or power <br />boats will be prohibited. <br /> <br /> It will be proposed' that Cabarrus County maintain the shoreline <br />of Coddke Creek Reservoir in a natural state. Trees, shrubs, ground <br />cover and natural vegetation shall not be significantly changed so that <br />the water supply may be protected from ha~ful chemicals, fertilizers, <br />erosion 'and tho effects of development. Cabarrus County will establish <br />one basic water based fac{lity at Coddle Creek Reservoir. This access <br />area must have sanitary facilities~ boat docks, boat ramps, adequate <br />parking areas, and proper trash disposal facilities. Bank fishing and/or <br />pler fishing may be designated at this park site. Cabarrus County must <br />provide supervision and jurisdictimm oia sworn peace officer to supervise <br />the entire park operations from bank fishing~ park use, and lake use. <br />The detailed outline of these provisions is outlined in the summary of <br />proposed action section. <br /> <br /> <br />
