PARRS AND RECREATION TRENDS

According to the 1980 Haster Plan for Cabar~us County Parks and
Recreation, the primary need was, and remains, large passive tracts of
land. The study furiher poifited out that these areas should provide
water based recreation opportunities. Such opportunities include boating,
fishing{ sailifig, picnicking, outdoor and nature study. The criteria
for establishing the study's findings was based on National Recreation
and Park Ashociation per capita standards.

The need for large Water-based recreation areas becomes ever more
apparent when one considers ~hat a Cabarrus resident must drive at least
thirty-five miles to Badin, Tillery, or Norman Lakes. From the standpoint
of public recreation, there exists a critical need for passive, waterbased
opportunities~ Furthermore, these need are increasing as more and more
people move into Cabarrus County, especially those who have come to expect
such leisure services from the public sector. These diverse, quality
services are those that in the long run draw business and industrial
growth and a richer, more satisfying Cabarrus County.

Park Plannin8 Options

This Park Proposal contains two options for passive recreational
park facilities at Coddle Creek Reservoir. The first park concep[
consists oi a water based community park with restricted bank fishing
and a fishing pier, picnic facilities, toilet/park office, general passive
pathways, boat rentals for fishing, paddleboats, canoes, and sailboats.
Boat ramps and d~cks are also proposed to allow citizens to utilize their
own boats.

The second planning concept is a proposal devised from the Cabarrus
County Pagks and Recreation Master Plan in 1980 which outlined tho need
for Cabarrus County to acquire, a large passive park. The second park
concept proposal contains the sa~e features as in proposal number one,
and additional facilities which ¢onsist~ of hiking, boating, nature
studies, outdoor education: picnicking, fishing, camping, sailing, and
general passive opportunities would be conducted in this larger proposed
park.
