SU~RY OF THE PROPOSED ACTION

If this proposal is approved in concept, the Cabarrus Board of County
Commissioners will be required to request an application for a resolution
from the North Carolina Commission for Health Services to allow Cab~fus
County Parks and Recreation Department to operate recreational fdcilfties
on Coddle Creek Reservoir contingent in part upon the following provisions:

1, Provision for boat fishing from boats owned or controlled by Cabarrus
County to enter er leave only from boatdocks and ramps provided by
Cabarrus County, boats, ramps, Lad docks to be under the supervision
and jurisdiction of a sworn officer.

2. Provision for bank fishing in specifically designated and prepared
areas~ at all times under the supervision and jurisdiction of a sworn
officer.

3. Statement that sufficient wardens or caretakers will be employed to
supervise the use of lake and enforce all regulations.

4. Statement that an ordinance will be passed and enforced governing
the use of lake and prescribed penalties for violations committed.

5. Proposed rules and regulations governing fishing and recreational
activities will be adopted by CabarCus Board of County Commissioners
and North Carolina Commission of ~ealth Services.

6. Proper sanitation facilities and trash disp0~al must be provided for
fishing and recreational activities at the public water supply
reservoir.

In addition, any recc~ation activities will also require approval
from the Commission for Health Services before the recreation activities
could be permitted within the lake ar6a. The primary question e0ncer~ing
the Commission for HealthSer~ices is how the proposed recreation
facilities and activities Would adv~sely.'affect the quality of the water
supply. Additional criteria used by the.Commission to make this evaluation
are the proposed park's planned sewage and 'trash disposal systems, level
of siltattom to be caused from the construction, projected park user
volume, etc. This criteria has been taken into full consideration in
the preliminary planning stages of this proposed park and will be more
carefully scrutinized in future plans.
