Where in tho opinion of the Planning Board it is <br /> necessary to provide for road access to an adjoining <br /> land locked parcel, a reserve strip for such purpose <br /> shall be extended to the boundary of such property. <br /> If an existing cartway or easement already exists to <br /> such land locked parcel the reserve strip shall be <br /> provided at that point where practical. <br /> <br /> 3. Reserve strips or non-access reservations that <br /> control access to roads, waterways, parks or the like, <br /> and other reserved strips shall be permitted only if <br /> <br /> <br />
