ARTICLE I TITLE, PURPOSE, AUTHORITY, AND COMPLIANCE SECTION t.t TITLE This ordinance shall be known and may be cited as the Cabarrus County .Subdivision Regulations, and may be referred as the Subdivision Regulations or Ordinance. SECTION 1.2 PURPOSE The procedures and standards for the development and subdivision of real property for residential, industrial, institutional, or commercial purposes and the surveying and platting thereof, as adopted and prescribed in this Ordinance, are hereby found by the Board of Commissioners of Cabarrus County to bo necessary and appropriate tn order to aid in promoting the orderly development of the county and safeguard conditions essential to public' health, safety, and the general welfare; to provide space for safe and sanitary dwelling accommodations within Cabarrus County; to promote the eventual elimination of unsafe and unsanitary conditions arising from the overcrowding end concentration of population, improper planning, lack of proper light, air and ~pece, unsafe or unsanitary design and arrangements, lack of sanitary facilities, and existence of -conditions which endenger-.*Pl-fe'~or ~'~prop=rty"~y f~t're-~'or'~-~the*r' cEOs'es; t-~- . provide--f'or ---s~Tt~*~I~Eb-~'hoo.d~--'-~-i-~h adequate streets, utilities and appropriate . .buildipg si.tAs; to save unnecease'ry ~expe~di-t~U~ee.~f~p-ubl i~ f'udds -b~=re'seFv'ing~s*ps. ce ---- ..... for pu~l. ic ~;l~nda. ~nd,~-bui,ldin~s,,;a~d;:~:by~i~nit~i.al !!pr~op'~r -~c~:~: construction of streets, and -.util.i.tie-s;.:-t:o;~rovide~-;for ....... e c o n om i c e'l: ! a n d=s ~ f ~:~i'a~ t: ~';e t~r~ t a*~/~'t-h- :--~rd~d'a~ ~ ~i Gii~ un~d ......... with..~r~o_~£-.-~.l-i~nmen-t--a~d~Tgl:~de* for~-the::-~oord-inat=i~on,--of: ,=-. _~. utilities, streets and highways within proposed subdivisions with existing or planned streets and highways and other public facilities; end to provide proper land records for the convenience of the public and for better identification and permanent location of real property boundaries. SECTION 1.3 AUTHORITY AND JURIS01CTtON This ordinance is adopted under the authority of Chapter t53A, Article 1~, Part 2 of the General Statutes of North Carolina. On and after the date of adoption, these regulations shall govern each and every subdivision of land within Cabarrus County and outside the jurisdiction of any incorporated municipality. However, this ordinance may also regulate territory within the subdivision regulation Jurisdiction of any municipality whose governing body by resolution agrees to such regulation provided, however, that any such governing body may, upon six months written notice, withdraw its approval of these County Regulations, and those regulations shall not have further effect within the municipality's jurisdiction.
