Section 2. Duties: The duties of the officers shall consist of the fbllowing: A. Chairperson.. The Chairperson shall call and preside ~t meetings and appoint committees and task forces. B. Vice Chairperson. The Vice Chairperson.shall, in the absence of the Chairperson, assume the duties of'the Chairperson and perform other duties delegated by the Chairperson. C. Secretary. The Secretary shall take the minutes of each Council meetinE and shall, within a reasonable length of time prior to the next meeting, furnish copies of the minutes to all members of the Council and to all members of the Cabarrus County Board of Co~t~sioners. D. Treasurer. If money is received above the authorized level of support of the Cabarrus County Board of Co~tssioners, the Treasurer shall make arrangements with the comity finance manager for its reception and disbursement. Any expenditures and disbursements mede by the Treasurer as a result of these arrangements shall be reported menthly to the Council. Section 3. A nominating co~ittea shall be formed by the Chairperson at the November meeting. Nominations for office shall occur at the January meeting and shall be closed at the close of business at that meeting. Nominations may not be accepted after the January meeting unless no indlvidual is running for a particular office, in which event nomi- nations may be accepted at the February meeting. Elections shall be at the February meeting, ARTICLE V - MEETINGS Section 1. Regular Heetingu: Regular meetings shall be held once each month. Section 2. Special Heetings: Special meetings may be called by the Chairperson or at the request of a majority of the members. The purpose of the meeting shall be stated in the call. Except in cases of emergency, at least three daysf notice shall be given. Section 3. Quorums: One-fourth of the members of the Council shall constitute a quorum for the transaction of business at any meeting. Section 4. Attendance: Each member shall be expected to attend at least seventy- five percent of all regular meetings on an annual basis and to notify the Chairperson of anticipated absences. A member not meeting this attendance expectation may be replaced by a majority vote of the membership. Section 5. Open Meetings: The meetings of the Council shall be open to the public in accordance with the laws of the State of North Carolina.
