Section 2. Duties: The duties of the officers shall consist of the fbllowing: <br /> <br /> A. Chairperson.. The Chairperson shall call and preside ~t meetings <br /> and appoint committees and task forces. <br /> <br /> B. Vice Chairperson. The Vice Chairperson.shall, in the absence of <br /> the Chairperson, assume the duties of'the Chairperson and perform <br /> other duties delegated by the Chairperson. <br /> <br /> C. Secretary. The Secretary shall take the minutes of each Council <br /> meetinE and shall, within a reasonable length of time prior to <br /> the next meeting, furnish copies of the minutes to all members <br /> of the Council and to all members of the Cabarrus County Board <br /> of Co~t~sioners. <br /> <br /> D. Treasurer. If money is received above the authorized level of <br /> support of the Cabarrus County Board of Co~tssioners, the <br /> Treasurer shall make arrangements with the comity finance <br /> manager for its reception and disbursement. Any expenditures <br /> and disbursements mede by the Treasurer as a result of these <br /> arrangements shall be reported menthly to the Council. <br /> <br />Section 3. A nominating co~ittea shall be formed by the Chairperson at the <br /> November meeting. Nominations for office shall occur at the January <br /> meeting and shall be closed at the close of business at that meeting. <br /> Nominations may not be accepted after the January meeting unless no <br /> indlvidual is running for a particular office, in which event nomi- <br /> nations may be accepted at the February meeting. Elections shall be <br /> at the February meeting, <br /> <br /> ARTICLE V - MEETINGS <br /> <br /> Section 1. Regular Heetingu: Regular meetings shall be held once each month. <br /> <br /> Section 2. Special Heetings: Special meetings may be called by the Chairperson <br /> or at the request of a majority of the members. The purpose of the <br /> meeting shall be stated in the call. Except in cases of emergency, <br /> at least three daysf notice shall be given. <br /> <br />Section 3. Quorums: One-fourth of the members of the Council shall constitute <br /> a quorum for the transaction of business at any meeting. <br /> <br />Section 4. Attendance: Each member shall be expected to attend at least seventy- <br /> five percent of all regular meetings on an annual basis and to notify <br /> the Chairperson of anticipated absences. A member not meeting this <br /> attendance expectation may be replaced by a majority vote of the <br /> membership. <br /> <br />Section 5. Open Meetings: The meetings of the Council shall be open to the <br /> public in accordance with the laws of the State of North Carolina. <br /> <br /> <br />
