CABARRUS COUNTY
Post Office Box 707
CONCORD. NORTH CAROLINA 28025

January 12, 1987

MEMO
TO: Charles McGinnis
FROM: Blair Bennett
SUBJECT: Close Industrial Pollution Bank Account

County attorney Fletcher Har tsel I called to my attention
that he was receiving a bank statement each month in the
name of Cabar rus County Industrial Facilities and Pollution
Control Finance Authority. Upon investigation of this
account with banking sources and after phone conversations
with Peggy Dry and John Booer, I learned that this account
had been set up some time ag<~ for the purpose of paying for
advertising and ;upplies relating to the issuance of
industrial and pollution bonds for corporations in the
Cabarrus County area. The account had two deposits of
$500 each from Phi I Iip Morris and Fenestra Corporation.
Since the inception of this account, banking fees have
reduced the balance to approximately $920.

Since the Board of Commissioners set up this authority and
the bank account i$ no longer needed, I would recommend that
the account be closed and the proceeds be deposited back
into the County General Fund.
