The Cabarrus County Parks and Recreation Department is dedicated to meeting the varuous leisure needs of the citizens of Cabarrus Cour. ty. The department strives to meet these needs in two major areas: facilities and programs. Facilities are developed both by the county and with other community organizations through a matching grants program. Programs are developed to meet the needs that are not being served by other ]oca! agencies; public or private. Heeds are identified through contact with various individuals and groups in the community; surveys; and recent trends within the leisure field itseH. The department has attempted to develop a well-balanced art program for citizens of all ages with both visua! and performing arts. The staff of the department along with various part-time staf£, volunteers and participants meet following many programs to evaluate and upgrade services. ^ll Cabarrus County agencies are governed by the local government fiscal control act which requires very accurate accounting or' all monies spent and receiYed.
