The department <br /> strives to meet these needs in two major areas: facilities and programs. Facilities <br /> are developed both by the county and with other community organizations through a <br /> matching grants program. Programs are developed to meet the needs that are not <br /> being served by other ]oca! agencies; public or private. Heeds are identified <br /> through contact with various individuals and groups in the community; surveys; <br /> and recent trends within the leisure field itseH. The department has attempted <br /> to develop a well-balanced art program for citizens of all ages with both visua! <br /> and performing arts. The staff of the department along with various part-time <br /> staf£, volunteers and participants meet following many programs to evaluate and <br /> upgrade services. ^ll Cabarrus County agencies are governed by the local government <br /> fiscal control act which requires very accurate accounting or' all monies spent and <br /> receiYed. <br /> <br /> <br />
