Since bond issues are becoming more <br /> difficult to pass, with taxes being raised to pay for the governmental <br /> responsibilities passed back to the local level, I thought I ahould let <br /> you know about the consortium I have joined since leaving the New <br /> Hanover Board of County Commissioners. It is a campaign consulting <br /> firm that helps local governments pass bond referenda. <br /> <br /> I have unsuccesfully tried to reach you by telephone, and thought I <br /> would go ahead and send you some information on my firm and then try to <br /> set up an appointment with you and your commissioners to discuss your <br /> upcoming bond referendum campaign. <br /> <br /> While 2 was in office in New Hanover County, I was involved in <br /> campaigns to pass over $65 million in bonds for a steam generating <br /> solid waste incinerator, a county-wide sawer system, and four new <br /> schools. Each campaign required an all-out effort to achieve a winning <br /> result. Our consortium, Independent Opinion Research and DeYries and <br /> Associates has participated in nine local governments' bond campaigns <br /> in the past year, and can help you to: <br /> <br /> ...structure and arrange the ballot question; <br /> <br /> ...do indepth telephone polls to determine the strengths and weaknesses of the bond issue; <br /> <br /> ...organize a citizens' group to "sell" the bond issue to the voters; <br /> <br /> ...write the basic information piece that needs to be sent to your voters; <br /> <br /> ...organize a paid media campaign; and <br /> <br /> ...put together a get-out-the-vote campaign that targets only those <br /> voters who are certain to vote and viii vote for the bond issue. <br /> <br /> Much of the research and writing can be paid for with government funds <br /> because it is of a non-advocacy nature. <br /> <br /> <br />
