P. ESOLUTION TO PROVIDE PRENATAL CAI~DELIVERY FUNDS FOK INDIGENTS IN CABARRUS <br /> COUNTY. <br /> <br /> 14HEREAS, the Cabarrus County Health Department has clinics for indigent <br /> obstetrical patients; and <br /> <br /> the Cabarrus County Health Department bas approxtmatley 130 <br /> patients to deliver each year at Csbarrus Hemorial Hospital vho <br /> received Hedicaid benefits and are qualified for Hedicaid <br /> benefits; and <br /> <br /> the approved Medicaid rate for payment to physicians ~ho <br /> deliver said patients is only about $350.00 per delivery; and <br /> <br /> 14HERFAS, the North Carolina General Assembly is considering at this time <br /> a proposal to increase the Hedicaid delivery rate to <br /> approximately $600.00 per delivery for normal deliveries; and <br /> <br /> blHEREA$, physician malpractice insurance for obstetrical care has <br /> increased from $18,000 per year for each physician to $30,000 <br />- per year for each physician, and it is anticipated that <br /> malpractice insurance rates for physicians rendering <br /> obstetri~al care ~rlll increase by a like amount in the next 12 <br /> months; and <br /> <br /> WHERFAS, the provision of supervised delivery services for such patients <br /> is essential to the health care needs of the citizens of <br /> Cabarrus County; and <br /> <br /> ~HEREAS, it is more efficient for the taxpayers of Cabarrus County to <br /> provide supervised care vith qualified physicians trained in <br /> obstetrics than to burden the taxpayers vith long term care for <br /> patients and newborn children vith co~plicatlous which result <br />" from the lack of proper care and supervision prior to delivery; <br /> and <br /> <br /> Ia/EREAS, in order to ensure continued physical supervision and delivery <br /> of obstetrical patients~ the rate per delivery should be <br /> increased to at least $600.00 for each certified Hedicaid <br /> patient for normal deliveries. <br /> <br /> NOW THEREFORE BE IT RESOLVED, that the County Comtssioners of Cabarrus <br /> County, North Carolina, appropriate to the Cabarrus County <br /> Health Department an amount representing the difference between <br /> the Hedicaid rate provided by the State of North Carolina and <br /> the normal delivery charges of local physicians trained and <br /> licensed to practice in the field of obstetrics. This amount <br /> shall not exceed $20,833 in fiscal year 1986-1987 and ~80,000 <br /> in fiscal year 1987-1988. <br /> <br /> <br />
