South Ridge Avenue, Kannapolis, North Carolina Dear Sirs: I am writing to clarify the situation relative to the action of the Kannapolis City Council concerning the properties of Kannapolis Glass and Glazing, Inc. located on South Ridge Avenue, Kannapolis, North Carolina. This property lies on the west side of South Ridge Avenue south of Dakota Street and east of the Southern Railroad tracks. When the matter was first considered by.'the City Council, the Kannapolis Planning Board had recommended thak the area lying between South Ridge Avenue and the railroad, south of Dakota Street and extending to the city limits, be classified as commercial property in the long-range land use plan of the city. This property includes the property of Kannapolis Glass and Glazing, Inc. When City Council considered the matter, a number of persons who primarily reside across the street from this property appeared before Council and requested that this piece of property be designated as residential rather than commercial. At this time the owner of the property did not appear because, as he stated later, he was under the impression that the property had been classified as commercial and saw no need to appear since he would not be requesting any change. At the hearing Council was not advised as to the extent of investment that had been made in improving the property. Following considerable discussion, Council voted to change the classification of the property from commercial to residential. There was one dissenting vote at this time. At the next City Council meeting which was held on February 23, representatives from Kannapolis Glass and Glazing, Inc. appeared before Council and requested that Council consider changing the designation to the original classification of commercial. During the discussion it became apparent that the City Council did not at its previous meeting have all of the information it needed concerning this section of property.
