This property lies on the west side of South Ridge Avenue <br />south of Dakota Street and east of the Southern Railroad tracks. When <br />the matter was first considered by.'the City Council, the Kannapolis <br />Planning Board had recommended thak the area lying between South Ridge <br />Avenue and the railroad, south of Dakota Street and extending to the <br />city limits, be classified as commercial property in the long-range <br />land use plan of the city. This property includes the property of <br />Kannapolis Glass and Glazing, Inc. When City Council considered the <br />matter, a number of persons who primarily reside across the street from <br />this property appeared before Council and requested that this piece of <br />property be designated as residential rather than commercial. At this <br />time the owner of the property did not appear because, as he stated <br />later, he was under the impression that the property had been classified <br />as commercial and saw no need to appear since he would not be requesting <br />any change. At the hearing Council was not advised as to the extent of <br />investment that had been made in improving the property. Following <br />considerable discussion, Council voted to change the classification of <br />the property from commercial to residential. There was one dissenting <br />vote at this time. <br /> <br /> At the next City Council meeting which was held on February 23, <br /> representatives from Kannapolis Glass and Glazing, Inc. appeared before <br /> Council and requested that Council consider changing the designation to <br /> the original classification of commercial. During the discussion it <br /> became apparent that the City Council did not at its previous meeting <br /> have all of the information it needed concerning this section of property. <br /> <br /> <br />
