I would like to request that the County <br /> Commissioners consider this budget amendment at their meeting on April 21, 1987. <br /> <br /> Thc enclosed copy of my memo to Mr. McGinnts on February i8~ provides a general <br /> descrip~ioa of the LTC Programj and our use cf the $25,000 state start up funds. At <br /> the County Commissioners meeting in Hatch, DSS was designated as the lead agency in <br /> the County for the development and implementation of the LTC Screening Program. The <br /> State expects this to be an on-going program following the two year start-up grant <br /> period. If we are successful in being awarded the gran~ fuods, DSS may receive <br /> $25,000 each year for the next two years during which time the funds may serve as a <br /> buffer for us to staff the program until we may generate a caseload to make the <br /> program self-sufficient through reimbursement from ~he Medicaid waiver provision and <br /> private fees. (Thus far all counties which have star,ed the progra~ have continued <br /> beyond the two year grant period.) If for any reason we would not be able to maintain <br /> the level of services following the grant period, the proBram expenses may be charged <br /> to other state or federal funding sources. <br /> <br /> We anticipate chore services to be a major component of the LTC and CAP-DA <br /> Prosram. For this reason we want to employ chore worker staff on a part-time hourly <br /> basis beginning in 3nly. Revenues for chore services will be primarily generated <br /> through Medicaid waiver reimbursement, with limited use of state grant funds. <br /> <br /> Considering the Medicaid waiver provisions of the program and the many disabled <br /> adults in the community who need this service to remain at home, we feel this pro,ram <br /> will be able to operate beyond the two year state grant period with little if any <br /> county fundins. <br /> <br /> cc: Mr. Charles McGtnnisj County Hanager <br /> <br /> <br />
