MEMORANDUM - 2 - <br /> <br />The complex and delicate nature of such authorizing legislation, <br />however, means that achievement of this means of assuring the <br />program's financial stability will only come at or near the end of the <br />legislative session. Because of this delay, and the time that will be <br />necessary to create the bond finance machinery if and when the <br />legislation is ratified, it is unlikely that the program can be <br />initiated before October of this year. <br /> <br />In this interim, we urge you to take action consistent with the <br />recommendations included in the audit reports. In this way, you will <br />be reducing your own exposure and that of the potential pool group as <br />well as putting your county in a position to take advantage of a <br />pricing mechanism that will be adjusted to reflect that exposure.
