Box 707 <br /> Concord, NC 28025 <br /> <br /> RE: Cabarrus County Jail <br /> <br /> Dear Mr. McGinnis: <br /> <br /> To follow up on our telephone conversation of February 25, <br /> 1987, regarding the project schedules and statement of probable <br /> construction cost we offer the following: <br /> <br /> 1, Schedule: <br /> <br /> From the outset of this project, we were to develop <br /> plans and specifications for the addition to be as exact <br /> a duplicate of the existing systems, equipment, <br /> materials, etc. as possible. To this end, we contacted <br /> the Architect for the existing jail requesting drawings <br /> and specifications for the original structure. The <br /> response to this request did not come until sometime <br /> early in 1987. No such drawings or specifications <br /> exist. Our only alternative was to field survey. This, <br /> in turn, added to the amount of time required to develop <br /> bid documents. <br /> <br /> We lost several months of time due to incomplete survey <br /> data that was requested as early as June 2, 1986. <br /> Follow up requests occurred on October 13, 1986. The <br /> data requested was not received at our office until March <br /> 20, 1987. In most cases this would not have had as <br /> serious an impact on the schedule as it did in this <br /> case. The reason is that the jail as proposed by <br /> Sheriff Canaday was close to the property lines and the <br /> information we had on drawings for the courthouse and <br /> field measurements were conflicting. The only way to <br /> resolve this conflict was to obtain a certified survey. <br /> In the course of the development of construction docu- <br /> ments, information was incomplete until Maroh 20, 1987. <br /> <br />CB70323.1 <br /> <br /> ARCHI?EC';S <br /> <br /> <br />
