Executive Order 96 and the <br /> Federal Farmland Protection Policy Act for the Conservation of <br /> Prime Agricultural and Forest Land should be appropriately <br /> considered. <br /> <br /> 4. The Airport Master Plan, the Environmental Impact Assessment Report, <br /> and the Appendix for the lg78 Proposed Cabarrus Airport Project <br /> comprised three (3) volumes. A total of eighteen (lB) sites were <br /> evaluated and the Poplar Tent site was recon~aended as the proposed <br /> site for the development of the Airport. <br /> <br /> The bulk of the data provided in the 1978 three-volume proposal is <br /> presented in the 1987 Environmental Assessment for the Proposed <br /> Cabarrus County Airport. The Poplar Tent site is again proposed <br /> as the site for the development of the Airport. However, only six (6) <br /> sites were evaluated in this proposal. <br /> <br />..... After an in-depth review of the 1978 documents and this Environmental <br /> Assessment, one would question if a conscientious and sincere effort <br /> had been made by Wilbur Smith and Associates to find a site for the <br /> development of an Airport which would serve the citizens of the county <br /> and would have minimal adverse impact on their resources. <br /> <br /> Summarx: <br /> <br /> Recon~endations of the Division of Soil and Water Conservation are <br /> that additional sites be evaluated for the development of an Airport <br /> in Cabarrus County, and that the County Planning Department and the <br /> Cabarrus Soil and Water Conservation District Board be included in <br /> the site selection process. <br /> <br /> DP:mw <br /> cc: Cabarrus SWCD <br /> Enclosures <br /> <br /> <br />
