m

MEMORANDUI, I

Melba McGee
Page 3
May 5, lg87

The firm Wilbur Smith and Associates has been advised prior to and
throughout the Environmental Assessment preparation process by local,
state and federal agencies that the N.C. Executive Order 96 and the
Federal Farmland Protection Policy Act for the Conservation of
Prime Agricultural and Forest Land should be appropriately
considered.

4. The Airport Master Plan, the Environmental Impact Assessment Report,
and the Appendix for the lg78 Proposed Cabarrus Airport Project
comprised three (3) volumes. A total of eighteen (lB) sites were
evaluated and the Poplar Tent site was recon~aended as the proposed
site for the development of the Airport.

The bulk of the data provided in the 1978 three-volume proposal is
presented in the 1987 Environmental Assessment for the Proposed
Cabarrus County Airport. The Poplar Tent site is again proposed
as the site for the development of the Airport. However, only six (6)
sites were evaluated in this proposal.

..... After an in-depth review of the 1978 documents and this Environmental
Assessment, one would question if a conscientious and sincere effort
had been made by Wilbur Smith and Associates to find a site for the
development of an Airport which would serve the citizens of the county
and would have minimal adverse impact on their resources.

Summarx:

Recon~endations of the Division of Soil and Water Conservation are
that additional sites be evaluated for the development of an Airport
in Cabarrus County, and that the County Planning Department and the
Cabarrus Soil and Water Conservation District Board be included in
the site selection process.

DP:mw
cc: Cabarrus SWCD
Enclosures
