Department of Natural Resources and Community <br /> Development <br /> <br /> FROM: Cabarrus Soil and Water Conservation District <br /> <br /> SUBJECT: Review of Environmental Assessment for the proposed <br /> Cabarrus County Airport, North Carolina (April, 1987) <br /> <br /> The Cabarrus Soil and Water Conservation District has reviewed <br /> the subject Environment Assessment and submitted the following <br /> co~ents: <br /> <br /> 1. The document does not accurately address the impact of the <br /> development of the Poplar Tent site on Prime Agricultural <br /> land. An on-site evaluation conducted by the soil and <br /> Water Conservation District staff shows that approximately <br /> 44 percent of the area of the site is Prime and 20 percent <br /> is locally important farmland. Therefore, approximately <br /> 150 acres of the 250 acre site would be adversely impacted. <br /> <br /> 2. The Environmental Assessment recommends "to stockpile the <br /> prime soils during grading and redistribute the soil to non- <br /> prime areas." This would be made lap~ and research has <br /> demonstrated that this made land would not meet criteria <br /> for Prime Agricultural and Forest Land. Research has also <br /> demonstrated that it takes approximately 1,000 years for <br /> natural processes to develop one (!) inch of topsoil and <br /> thousands of years to develop Prime Agricultural and Forest <br /> Land. <br /> <br /> 3. Contents of this Fnvironmental Assessment have been compared <br /> to the 1977-79 Environmental Assessment. Most of the data <br /> is the same in both documents. Both documents recommended <br /> the Poplar Tent Site. The District takes the position that <br /> very little effort has been made to conscientiously look for <br /> a. site which will serve the citizens of this county and also <br /> conserve its natural resources; especially its Prime Agri- <br /> cultural and Forest Land. <br /> <br /> (continued) <br /> <br /> <br />
