RESOLUTION <br /> <br />TO: Cabarrus County Hoard of Commissioners <br /> <br />FROM: Cabarrus Soil and Water Conservation District <br /> <br /> SUBJECT: Preliminary Review of the Final Draft Environmental <br /> Assessment; proposed Cabarrus County Poplar Tent Site; <br /> December, 1986; prepared by Wilbur Smith and Associates <br /> for the Cabarrus County Board of Commissioners <br /> <br />The Cabarrus County Soil and Water Conservation District has <br />made a preliminary review of the final ~raft environmental <br />assessment for the proposed Cabarrus County Airport Poplar <br />Tent Site. <br /> <br />We are very much concerned that soils data provided <br /> <br />Hugh Price, District Conservationist, on July 14, 1986 and <br />August 12, 1986 and soils data provided by Soil Conservation <br />Service staff on October 17, 1977, October 28, 1977 a~d <br />November 3, 1977 has been misquoted, taken out of context and <br />apparently manipulated to serve the advantage of the consultants <br />of Wilbur Smith and Associates for the selection of the Poplar <br />Tent Site for the Cabarrus County Airport. <br /> <br />For example, the consultants have disregarded the state's' <br />current list of prime agricultural and forest land provided by <br />the District Conservationist. To substantiate their position, <br />1977 data and definitions were used. Had readily available <br />1986 data and definitions been used, the report would have <br />shown more prime farm land at the selected site. <br /> <br /> continued <br /> <br /> <br />
