-~ :' I ...
~ ..,-~.~...~.'.:..,

,STATE OF NORTH OAROLINA
OFFICE OF THE GOVERNOR
RALEIGH 27611

JAMES G, MARTIN
GOVERNOR
July 31, 1987

The Honorable James W. Lentz
Chairman, Cabarrus County Board of Commissioners
Post Office Box 664
Concord, North Carolina 28025

Dear Mr. Lentz:

Recently I announced an effort to develop a statewide concept in
North Carolina to fight our drug problem---Challenge '87.
Joining me in making the announcement were key state officials
inoluding Lieutenant Governor Jordan, Attorney General
Thornburg, Superintendent Phillips and members of the Cabinet.

The Governor's Council on Alcohol and Substance Abuse Among
Children and Youth recently led a series of hearings around the
state. Also, the legislative leaders held hearings to determine
how to utilize our various resources. Out of these hearings, it
became clear that:

* every community in the state is affected by substance
abuse

* citizens are anxious and ready to be a part of solving
the
problem

* it will take a cooperative, community-based effort by
schools, private agencies, elected officials, the
private sector, and civic organizations in each and
every community to solve the problem

The various state agencieG that have the responsibility for
fighting the drug problem have been working closely together in
an unprecedented manner, but the key is interest and commitment
at the local level.
