Concord, N.C. 28025 Dear Mr. McGinnis: As per our conversation June 8, 1987, please find the following enclosed: 1. Request for a letter to M & M Minerals, Inc. from Cabarrus County. 2. A proposal to Cabarrus County from M & M Minerals, Inc. 3. Hap of area in question. Mr. McGlnnia, the requested letter would allow M & M Minerals, Inc. to state on their mining permit that the reclaimation of area #1 would be in the reservoir to be built on Coddle Creek. Thus M & M would maintain erosion control until such time that the reservoir was completed, The letter needs to state approximately that the county will purchase the land and approximately when the reservoir will be completed. M & M wooid also like to continue to dip sand from area #1 after the county purchases the land and the reservoir is completed paying the county for the sands. After the lake is filled with water all of the heavy minerals which move down stream during flooded conditions will drop to the bottom and stop when they reach the back waters of the lake. When the lake goes down, the sand and minerals could be removed. We believe thousands of tons of sand would be.produced in Coddle Creek after each flood and should be removed. M & M will pay $.50 par ton for the sands in Coddle Creek. We also propose to the county that the county sell to M & M Minerals, Inc. the sands presently in Coddle Creek from area #2 per the enclosed map, covering the area from Mooresville Highway to the old city dam Just nortb of Highway 73. We feel this can be done in coordination with the prepara- tion for the reservoir. Our estimation of sand in area ~2 would exceed 300,000 ~ons.
