I <br /> <br /> 5~ <br /> <br />'mAe ~U.~ .~epart,ueut of tile ~erreter~! of <br /> <br /> September 15, 1987 <br /> <br /> URGENT MEMORANDUM <br /> <br /> TO: SUPERVISORS OF COUNTY BO,~RDS OF ELECTION <br /> <br /> FROM: THAD EURE, Secretary of State <br /> <br /> SUBJECT: CENTRAL VOTER REGISTRATION FILE <br /> <br /> The 1987 General Assembly enacted legislation (Chapter 833) requiring the <br /> creation of a single tape which would contain the merged voter registration records of all <br /> those counties whose records are on electronic data processing equipment. Although <br /> not ail of the counties of North Carolina have their voter registration files computerized, <br /> we are mailing this memorandum to everyone so that the formating information can <br /> serve as guidelines for those who are planning on computerizing in the future. Below is <br /> a synopsis of the major points of the act: <br /> <br /> 1. Thi~ Secretary of State shall develop and send by mail to each county board of <br /> elections by September 15, 1987, a standard format for providing of data for voter records <br /> maintained by county boards of elections on electronic data processing equipment. <br /> 2. The standard format will be for data provided on magnetic tapes and 8", 5 f/4", <br /> and 3 I/2" diskettes. <br /> 3. The standard format will contain the name, race, address, mailing address, sex, <br /> political affiliation, and precinct of each registered voter In the county, and any other <br /> information available, such as voting history. <br /> <br /> 4, Each county board.., shall between October 1 and November 1, 1987, <br /> provide to the Secretary of State on one of the electromagnetic media listed in 2 above a <br /> data file containing voter registration records In the standard form,~t .... <br /> <br /> 5. Each county board , . . shall receive up to the sum of $600.00 from the <br /> Secretary of State to cover the cost of magnetic media and other expenses associated <br /> with the cost of preparing the magnetic media In the standard format. <br /> <br /> 6. The Secretary of State will then be responsible for having the vadous media <br /> raerged Into a single data tape file that can be used and produced by the State Computer <br /> Center in the following formats: 9-track, 1600 bit-per-loch, EBCDIC tapes and 9-track, <br /> 1600 bpi, ASCII lapas. The converted and merged tape will be:available by December 1, <br /> 1987. <br /> <br /> <br />
