The Department of the SeCretary of State is working With the Center of Urban <br />Affairs and Community Se~ces of North Carolina State University to develop the <br />standard format and instructions which you will find attached. We understand that there <br />may be some fields which all of you may not currently have in your data files. We DO <br />NOT expect you to try to fill them in, but they are a part of the overall standard format. <br />John L. Cheney, Jr. of my staff is headin~ up this project.
