TO: Steve Little, Director
Cabarrss County Parks'and Recreation Department

FROM: C, D. Lyons, Parks and Recreation Dfrectorf~,f~l.
and Vice President, C.B.A. Task Force

RE: Community Based Alternative Outdoor Equipment
DATE: September 28, 1987

I served ss Chairman of the Community Eased Alternatives Task Force from
July 1, 1982 until June 30, 1985. During that time your department served as
a sponsoring agent for an Outdoor Wilderness Program for youth who were having
problems with the courts or school. This was a program that ofiared guidance
and counseling along with a self-awareness training.

The Cabarrus County Parks and Recreation Department had bought some various
pieces of outdoor equipment that was used in this program. A copy of the
inventory for that equipment is enclosed.

The County Parks and Recreation Department dropped the program at the end
of the 1984 fiscal year. The Cabarrus County School System wrote a new grant
and took over the sponsorship of a similar program.

It was at this time the County asked the City of Concord Parka and Recreation
Department if it could store some of the equipment for the Task Force. As
Director of the Department~ I agreed to maintain the equipment for the Task Force.
This was all of the equipment, except for the Archery Sats.

The Concord Parks and Recreation Department would be willing to become
the custodian of this equipment for the Cabarrus C.E.A Task Force and if the
mquipment is not being used by the C.E.A Task Force, the City would be willing
to sponsor a similar program.

If a program is not feasible, the equipment would be turned over to the
C.B.A. Task Force for their disposal in accordance with the North Carolina
C,B,A. Task Force Regulation.

The changing of this equipment to the City of Concord Parks and Recreation
Department has been approved by Csbarrus C.B.A Task Force.

Attachment
CDL/vt
