Box 664 <br /> Concord, NC 28025 <br /> <br /> Dear Chairman Lentz: <br /> <br /> President Reagan, on October 17, 1986, si§ned into <br /> law the Superfund Amendments and Reauthorization Act of <br /> 1986 (SARA). Title III, Emergency Planning and Community <br /> Right-to-know of this Act requires states to establish a <br /> process for developing local chemical emergency <br /> preparedness programs and to collect and disseminate <br /> information on hazardous chemical submitted by <br /> industry. <br /> <br /> Governor Martin appointed the State Emergency <br /> Response Commission on April 17, 1987, as required by the <br /> SARA Act. This Commission met on May 13, 1987 and <br /> established local planning districts and determined that <br /> the Local Emergency Plann±ng Committee, required by <br /> Section 301 (c) of SARA, be established in each county. <br /> <br /> Please appoint your Local Emergency Planning <br /> Committee in accordance with Section 301 (c) and submit <br /> this committee membership to me by August 10, 1987. Many <br /> counties have in place either advisory councils or <br /> committees with memberships similar to the required Local <br /> Emergency Planning Committee. If such a council or <br /> committee exists in your county it could be utilized for <br /> this committee, if you so desired. <br /> <br /> The Emergency Management Coordinator in your county <br /> has the responsibility for coordination, planning and <br /> training for emeruencies that can occur and this would be <br /> a qualified person to chair this committee.
