1. No collection of garbage by franchise haulers is required to be made on days that snow is on the roads. 2. Only road side garbage pickup i~ required when snow remains on the ground or when the county's landfill is closed. 3. Garbage secured in out buildings need not be picked up. B. Garbag9 shall be secured in approved refuse containers being watertight, rust-resistant, easily emptied, equipped with a tight fitting lid and not to exceed 32 gallons. C. Weekly volume shall be limited to a maximum of 5-32 gallon containers or the equivalent of 160 gallons per household. D. The Health Director shall annually inspect facilities, equipment, and proposed operating methods of any person making application therefOre, and certifying that said facilities, equipment, and operating methods are in compliance with regulations promulgated by the Board of Health. SECTION IX - FRANCHISES No person shall collect and transport garbage or solid waste for a fee unless such person holds a valid, current franchise issued by the County Commissioners empowering him to so collect and transport garbage or solid waste. The franchise shall define the holder's territory and may include the grant of an exclusive or a non-exclusive co~nercial license in addition to the grant of an exclusive residential license. A. No' franchise to collect and transport garbage or solid waste within Cabarrus County shall be valid unless the franchise holder: 1. Passes an annual inspection of the facilities, equipment, and operating methods by the Cabarrus County Health Director; and 2. Files with the Health Director's office and County Manager's office a schedule of his fees; and 3. Complies with all rules and regulations promulgated by the County Commissioners and the Board of Health pertaining to solid waste management. 4. All franchise holde~ will maintain a local telephone number or a toll free number if operating office is located outside of the county. -6-
