RESOLUTION <br /> <br /> ~EREAS~ landfills are a necessity which counties <br /> voluntarily provide throughout the State of North CaroIina; and <br /> <br /> kfIEREAS, landfills are monitored and checked on a <br /> regular basis by the State of North Carolina for compliance <br /> with environmental standards. That environmental standards <br /> should be reasonably followed is an accepted fact; and <br /> <br /> ~rlEREAS, Regulation 10 NCAC 10G .0503[2)(d)(i) as <br /> amended effective January 1, 1985, imposes unreasonable restric- <br /> tions on the operation of landfills; further, that t~is <br /> regulation imposes unacceptable financial burdens on counties <br /> throughout the State of North Carolina; and <br /> P~IEREAS, this regulation is so restrictive (that <br />:. there shall' be no increase' able - ghe natui'ally occurr--~h~: ........ <br /> concentration of any toxic~rr---a~Lo~erious substance) as to be <br /> unrealistic. - ...... ~-' <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of <br /> Commissioners of Columbus County calls upon the State of North <br /> Carolina to amend this regulation to exempt landfills through- <br /> out the State; and <br /> <br /> BE 1T FURTHER RESOLVED, that any further regulations <br /> imposed upon landfills by the State of North Carolina be <br /> accompanied by full funding to the counties. <br /> <br /> Adopted this ~th day of November, 1985. <br /> <br /> C~]-um~us County Board of <br /> ATTESTED BY: Commissioners <br /> <br /> R'ichard B.
