The City Council and the Mayor of the City of Kannapolis, <br /> <br />North Carolina, met in regular session at the Kannapolis City <br />School Administrative Building, 101 Denver Street, Kannapolis, <br />North Carolina, the regular place of meeting, at 7:30 P.M., on <br />March 24, 1986. <br /> <br /> Present: Bachman S.
