INTERNAL OPERATIONS Describe briefly the major goals of your organization and the overall strategy for implementing those goals. 5un~narlze your organization's planning process, ho~v your organization works to develop the arts in our county, how your organization evaluates its programs and/or services, and your organization's policies and procedures for ensuring fiscal control and account- ability. The Cabarrus County Parks and Recreation Department is dedicated to meeting the various leisure needs of the citizens of Cabarrus County. Teh department strives to meet these needs in 2 major areas: facilities and programs. Facilities are developed both by the county and with other community organizations through a matching grants program. Programs are developed to meet the needs that are not being served by other local agencies; public or private. Needs are identified through contact with various individuals and groups in the community; surveys; and recent trends within the leisure field itself. The department has attempted to developed a well-balanced art program for citizens of all ages with both visual and eprforming arts. The staff of the department along with various part-time staff, volunteers and participants meet fol10wing many programs to evaluate and upgrade services. All Cabarrus County agencies are governed by the local government fiscal control act which requires very accurate accounting of all monies spent and received.
