It does, however, affect revenue. <br /> <br /> The last session of the General Assembly enacted a new public assistance <br /> program, Aid to Families with Dependent Children - Emergency Assistance <br /> (AFDC-Emergency Assistance.) This program is required by State law to be implemented <br /> in evcry county November 1. <br /> <br /> This program is a component of the Federal AFDC Program-which States may, at <br /> their option, implement. Funding is 50X Federal, 25I State and 251 County. <br /> <br /> The program is designed to provide emergency financial assistance to low-income <br /> families with children which have experienced crisis situations which could lead to <br /> the destitution of the children. <br /> <br /> Operational policies for this program have not yet been approved by the State <br /> Social Services Commission. Me have, however, received a draft of the Hanual to be <br /> presented to the Commission. <br /> <br /> This material indicates that in order to qualify for assistance, a family must <br /> have a child or children under age 21 and have income below ll0l of the poverty level <br /> (41005 per month for a family of four.) The family also must have suffered an <br /> emergency or crisis situation over which it had no control. Examples given are: a <br /> catastrophic illness; loss of a parent who had been responsible for support and/or <br /> care of the children; substantial loss of shelter, food, clothing or household <br /> furnishings due to fire, flood or similar natural or mn-made disaster; crimes of <br /> violence; mass emergencies; and other emergency situations which have left he family <br /> homeless or in i~ediate danger of eviction or foreclosure. <br /> <br /> <br />
