Page 2 <br /> <br /> A family which qualifies may be entitled for pa~nents totaling up to $500, if <br />needed, to be made in its behalf for such things as temporary shelter; <br />transportation; repair of frozen pipes; replacement or repair of appliances, <br />household items, or furniture; clothing, blankets, and food; out-patient medical <br />services not covered by Nedicaid; and utility payments not covered by the Low Income <br />Energy Assistance Program. A family may receive up to this maximum amount of <br />assistance during a period of thirty consecutive days but may be assisted in only <br />once such period during any twelve consecutive months. Assistance must be provided <br />within 68 hours of the request. <br /> <br /> Though payments may be made directly to the client, our plan will he to issue <br />checks to landlords, merchants and other providers except where there are <br />extenuating circumstances. <br /> <br /> Payments ere made by the County under this program. The County will be <br />reimbursed the Federal/State 75l share of costs through a check from the State on a <br />monthly basis. <br /> <br /> Administrative costs for this program are chargeable to the AFDC-Administration <br />program at a 50I Federal/50Z County match rate. We plan to utilize existing agency <br />staff for administration of this program. However, we expect a substantial increase <br />in our workload as a result of this program and we may at some time in future need to <br />request additional full or part-time staff to work in this program. <br /> <br /> k:e are requesting that $28,231 be budgeted for this program for the balance of <br />86-S7. This is based upon an estimate of costs provided by the State. The State <br />derived its estimate from the State of bLaryland which operates a similar <br />AFDC-Energ~ficyAsslstance program.- We have no'basis for-deriving our o~m estimate of <br />costs but feel that our costs may eventually be higher than this initial State <br />estimate. <br /> <br /> Our budget amendment request uses revenues in the area of administration which <br />we had not earlier anticipated receiving as the $7058 local match required for the <br />$28,231 total to be budgeted.
