MEMORANDUM

TO: Charles D. McGinn]s, County Manager
FROM: Thomas B. Robinson, Planning Director
DATE: September 22, lg86

SUBJECT: Fees for sign installation in new subdivisions and
City of Kannapolis

At present Cabarrus County pays the cost of installing
street signs in newly developed subdivisions. The cost to
the County is $?5 to ~ installed sign. Subdivision
activity is increasing~ch year in the county and will
explode if planned sewer lines are developed. Street sign
installation is part of the cost of developing a subdivision
and should be born by the developer. Several years ago the
County Commisioners instituted the present practice of the
County paying the cost of street sign installation in new
subdivisions because there wes a back log of grandfathered
subdivisions that were being processed and the County felt
it should bear the expense of installing signs in these
subdivisions. This work has been completed and the County
Commisioners may now want to reconsider the policy on
street sign installation in new subdivisions. I recommend
that the subdivider bear the cost of installing the first
street sign with the county providing maintenance_
thereafter.

In a related matter, the County. is still installing and
maintaining street signs in the City of Kannapol'is at no
charge. I would recommend that the Commissioners consider
entering an agreement with the City of Kannapolis to
continue doing this work at the cost of providing this
service or the City should consider taking over this
responsibility.
