m <br /> <br /> The Hazardous Waste lreatment Commission {Commission) has established <br /> the r~eed for an integrated hazardous waste treatment facility in North <br /> Carolina. lhis facility was defined by the Commission in the comprehensive <br /> plan for the management of hazardous wastes that was prepared ard submitted <br /> to the General Assembly in December 1985. <br /> The Preamble to the Hazardous Waste Treatment Commission Act of 1984 <br /> {G.S. 143-470) (Act) states that "The General Assembly of ~orth Carolina <br /> finds and declares that the safe management of hazardous waste, ~nd particu- <br /> larly the timely establishment of adequate facilities for the disposal and <br /> mana~ement,.of:hazardous~.waste~.i~'one, of:the most.urgent problems:facing <br /> North C~rolinaL<~,Thb:~safe~-:managbment~a~d-disposal~bf-=hazardous- waste~ a~e ;=. .... <br /> essential-to-continued-economic growth-and-for-protection of-the-publ~ic~:': <br />.... health and safety_ and the_environmen:_" The Act.encourages.~he. private . <br /> sector to provide .these:.fac~lities,~ but:in the event the private sector, does <br /> not, the Act provides for State mandated siting, construction, and operation <br /> of the required facility, as necessary. The Act also directs the Commission <br /> to initiate purchasing, or if necessary, condemnation proceedings to acquire <br /> a site or sites potentially suited for the location of a treatment facility. <br /> In order to select the appropriate site or sites to construct the <br /> facility described in the comprehensive plan, the Commission has initiated a <br /> study to identify potentially suitable pieces of property se that proceedings <br /> can begin the process of identifying and acquiring the appropriate property <br /> or properties. <br /> <br /> <br />
