HcCtnnis <br />NoVember 4, 1986 <br />Page 3 <br /> <br />part of the county already inhabited as veil as its good access, via the <br /> <br />Philip Morris site, while close to Concord, looses some of its appeal <br />because it. perhaps, is too close based on concerns that are reflected in <br /> <br />Cabarrus Countians vho attended the site meetings. ~hile by virtue of <br />that location, vithtn the City limits of Concord, the Philip Horrfs site <br /> <br />reasoned by the matrix for this category is not great between the close <br />second and even third place finishes of the Charlotte Hotor Speedway and <br />Poplar Tent sites respectfully. These are all based on access along the <br />major highvays and the proximity ~o users. Both Coddle Creek and <br />Harrisburg finished poorly in this category because of their relative <br />distance .from. Kanfiapolis,__in_the case of Harrisbdrg.and from Coffcord, in <br />the case of Coddle Creek. <br /> <br /> ~hile land availability is actually a negative issue in this study due <br />to the . ~ikely high cost--:ln .land purchase -pride and- the likely <br /> <br />Judged best in this category because of the likely.lover inflated land <br /> <br />Speed~ay sites, and the more favorable possibility of acquiring that <br />land. ~hereas, in the cases of fourth and fifth place finishers in this <br />category, Coddle Creek and Harrisburg, the land ovners are adamant about <br />their unvtllingness to sell their land for any price. <br /> <br /> Physical cost of construction is least at Harrisburg, vhlch the actual <br /> <br />impacting site is Philip Horris, hoverer, the second place finishing <br />Poplar Tent site is also relatively free from any environmental concerns. <br />The Charlotte Hotor Speedvay site vould have ranked higher than Poplar <br /> <br />the eastern end of the site at Rocky River. Both Harrisburg and Coddle <br /> <br />Harrisburg, the historic sites on site, and Coddle Creek, both <br />archeological and rater quality concerns associated vith airport <br /> <br /> <br />
