I !

Hr. Charles D. HcGlnnis
November 4. 1986
Page 4

Turning to the issue of airport financing, there is no doubt in this
Consultant's mind that construction of an airport in the Poplar Tent
location pill be beneficial to Cabarrus County.

The proposed airport costs were greatly documented in the brief black
covered document called "Partial Draft Financial Plan". Draping from that
document, cost for a Cabarrus County Airport are:

Year Item Cost
FAA North Carolina Cabarrus County

1 Land $ 0 $440.000* $110.000'
2 Land 0 440.000* 110,000'
3 Site Prep. 0 400,000 100,000
4 Site Prep. 0 400,000 100,000
$ Paving 1,100,000 100,000 25,000
6 Paving :*:1,-100,000 .:~ 100;000 **~.* 25.000
7 Paving 1,100,000 - * 100;000 25,000
Subtotal $3,300,000 $1.980,000 .... ~495,000 .....

Reimbursement
for Land $990,000 -($792,000) ' ($198.000)

Total $4.290,000 $1,188.000 $297.000

The FAA will likely not participate in land acquisition at first
because of the history of Cabarrus County's attempt to build an airport.
But upon the completion of site preparation activities, an activity the
FAA pill not participate in because of the County's past efforts, the FAA
will reimburse both the State and Cabarrus County for land acquisition
costs. This is the reason for the estertcks and for the reimbursement
line in the cost chart.

It will likely take seven years for the entire project to be
complete. The airport pill become operational in the 5th or 6th year.
The final series of projects pill be aircraft apron, some navigational
aids, and taxiway work which does not necessarily have to be in place
before the airport opens.

In terms of the airport paying its way from that point, we refer you
to Table H-$ of the draft. It estimates about $15,000 pill be required
