Table £-3 is the Site Selection Hatrix for the proposed Cabarrus
County Airport. Based on the above description, the site Judged best for
an airport in Cabarrus County by the Consultant is Poplar Tent. The five
sites are Judged in this order:

· Poplar Tent,

· Philip Morris,

· Charlotte Hotor Speedway,

· Harrisburg,

· Coddle Creek.

In terms of the five ~aJor catetories, Poplar Tent site vas judged the
least socially impactinB site followed by Coddle Creek, Charlotte Hotor
Speedway. Harrisburg, and Philip Morris. In terms of the contribution to

the Cabarrus County economy, Philip Morris vas Judged to be best followed
by Charlotte Motor Speedway,- Poplar Tent, Coddle Creek. and HarrisburE.
In terms of land a~ailability, the Poplar Tent site vas Judged to be the

"most" available- followed by Philip Morris, Charlotte Motor Speedway,
Coddle Creek and'Harrisbur[;' .This variable acc6~nts for the availability
of land, yet at inflated costs but at less of a controversial condemnation
procedure which would require considerable politlcal haggle and potential
litigation. The varlable of physical development costs found that
HarrisburS was the least costly followed by Poplar Tent, Philip Morris.
Coddle Creek and the Charlotte Motor Speedway.

The Philip Norris site almost overcame the high anticipated land cost
and finished a strong third. Harrisburg vas least costly in physical
development terms whereas the Coddle Creek site, contending with
environmental concerns of locating an airport adjacent to a reservoir as
veil as access to the site. became an important issue. The Charlotte
Hotor Speedway site was most costly due to the anticipated high cost for
both land acquisition and earthwork. In terms of the last variable,
environment, the least environmentally ii, patting' site is Philip Norris
followed closely by Poplar Tent, Charlotte Hotor Speedway, Harrisburg, and
Coddle Creek,
