Subsections (c) and (d) of the act set out per~issible and prohibited uses of the <br /> funds. Expenditures may be incurred against the work programs of the COOs effective <br /> <br />The procedures for distribution of the appropriation are: <br /> <br />1) Your COG will send you a copy of the resolution you should adopt to release <br /> funds to the COG. This resolution will specify how the funds will be used. <br /> <br />2) You should send the enacted resolution to your COG <br /> <br />3) The COG will send a batch of resolutions to the Office of State Budget and <br /> Management (OSBM) approximately monthly, with e request for payment. <br /> <br /> The OSBM will verify the a~ounts and documentation and forward the batch to NHCD <br /> with instructions for payment. <br /> <br /> NRCD will send a check for the total ~mount of the resolutions in the batch to <br /> the COG. <br /> <br />6) Funds unexpended by the COG at June 30, 1987 may be carried forward to the <br /> following year for expenditure under the act. <br /> <br />7) Reporting requirements are: <br /> <br /> a) Each COO will prepare a work program for use of the funds in accordance <br /> with the act, and submit an information copy to the OSBM <br /> <br /> b) Each COG will submit to OSB~! within 90 days after the end o£ the fiscal <br /> year e performance report listing accomplishments resulting from the <br /> expenditure of the funds.----A follow-up, repor~-wil~ besubmitted within 30 <br /> days of the final' expenditure of any funds carried-forward. <br /> <br /> c)Each COG will have prepared an independent audit and submit a copy to the <br /> OSBM. <br /> <br /> d) The performance report and a summary of the audit will be submitted to each <br /> local government in the region. <br /> <br />If you have any questions, your COG will be able to help you. <br /> <br /> Yours Very Truly, <br /> <br /> Marvin K.
