As mentioned in the program narrative above, this proposed project will be <br /> regulated by a bi-county park commission {Cabarrus - Rowan). The Con~nission <br /> was established by joint resolution of the Cabarrus and Rowan Boards of <br /> County Commissioners in January of 1980 for the purpose of studying the need <br /> for recreation facilities in the immediate North Cabarrus and Southern Rowan <br /> Counties and the feasibility of both units of government participating <br /> proportionately in 'the funding of the construction, operation and maintenance <br /> of park facilities in this area. <br /> <br /> The Commission has met approximately 26 times in open sessions and local <br /> news media have provided good news coverage of the Commission's actions . <br /> and recon~endations. <br /> <br /> In addition, Cannon Mills Company organized a special Task Force and Advisory <br /> Committee of 45 community civic and business leaders in August, 1982. After <br /> several meetings during the Fall of 1982, the Task Force and Advisory Committee, <br /> headed by Kannapolis businessman Joe C. Ridenhour, selected the need for more <br /> recreation facilities and spaces as the highest priority for the immediate <br /> Kannapolis area, including both Northern Cabarrus and Southern Rowan Counties. <br /> See Attachment 4. <br /> <br /> <br />
