This proposal identifies with a number of 1978 SCORP Program objectives <br /> including: <br /> <br /> Issue I <br /> <br /> Problem A: Natural Resources <br /> Obj. 1 Adequate recognition and consideration of recreation conserva- <br /> tion in land and resource planning <br /> Obj. 5 Protective management of recreation land and natural resources <br /> <br /> All development at Bakers Creek Park is conducted with these two objectives <br /> in mind. <br /> <br /> Issue I <br /> <br /> Problem B: Areas & Facilities <br /> Obj. ! A full spectrum of recreation areas and facilities to accon~date <br /> diverse recreation interests <br /> Obj. 2 Equitable distribution of recreation areas and facilities in NC <br /> Obj. 4 Planned design and management <br /> <br /> Obj. 5 Adequate operation and maintenance budgets for equipment and <br /> management of facilities <br /> <br /> These four objectives are inherent to all planned development in Cabarrus <br /> and Rowan Counties, especially at Frank Liske Park, Dan Nicholas Park, <br /> Sloan Park and Bakers Creek Park. <br /> <br /> Issue III <br /> <br /> Problem E: Program & Services <br /> <br /> Obj. 1 Provision of program and services for special populations <br /> <br /> Obj. 5 Implementation of comprehensive interpretive program in visitor <br /> education and recreation <br /> Bakers Creek Park development will always provide for access and service <br /> to special populations. Moreover, the Park plans to conduct visitor <br /> education programs. <br /> <br />In addition to the proposals identification with the SCORP's objectives as <br />listed above, there are several other surveys and reports that document the <br />need for this proposed project. <br /> <br />First, Comprehensive Recreation Master Plans on file in both Cabarrus and <br />Rowan Parks and Recreation Departments indicate several deficiencies in <br />both recreation space and facilities in the immediate area of North CabarKus <br />and Southern Rowan Counties. <br /> <br />Secondly, Attachment 3 is a survey conducted by William K. Cowan, former <br />Directer of Parks and Recreation, Cabarrus County. This Inventory and <br />Analysis of the Kannapolis CDP (now the City of Kannapolis) and Enochville <br />CDP (note: the proposed park's primary service area) indicates tremendous <br />inadequacies in existing public recreation facilities and publicly owned <br />park lands. <br /> <br />In closing, it should be noted that the proposed project is located adjacent <br />to ~cKnight Elementary School, an elementary school within the Kannapolis <br />City School District.
