Appendtx II <br /> <br />C. The Bakers Creek ~ark Is a very unique project for several reasons. The park <br /> site is located approximately 1500 linear feet north of the Cabarrus County <br /> border 11ne in Rowan County. Horeover, tt fs located tn the heart of the <br /> newest incorporated ctty tn North Carolina. <br /> <br /> The area is very heavily urbanized with an estimated population density <br /> of 90~ within a 5-mile radius of the proposed park site. <br /> <br /> The Park will potentially serve an area to include the city of Kannapolis, <br /> the towns of Landis and China Grove, and the Enochville Census Designated <br /> Place. The estimated population of this service area, according to the 1980 <br /> Census, is approximately 43,000. <br /> <br /> Another unique feature of this facility is the fact that two county governing <br /> bodies have approved resolutions authorizing joint financial participation in <br /> the project. This is the first such facility of this nature in the State of <br /> North Carolina. The authority established by the Cabarrus and Rowan Boards <br /> of Commissioners is known as the Cabarrus - Rowan Park Commission. <br /> <br /> A third unique feature of this Park is that it is located contiguous <br /> to a facility constructed by Cannon Mills Company owner, David H. Murdock, <br /> in Cabarrus County. Village Park, located directly on the Cabarrus - Rowan <br /> County borderline is a $50D,OOD park development program initiated by Cannon <br /> Mills and is primarily a passive recreation facility. Moreover, Cannon Mills <br /> Company is the owner of a water and sewer easement that will link the Village <br /> Park to Bakers Creek Park by a trail system. The entire facility, encompassing <br /> approximately 70 acres, will be open to the public. <br /> <br /> Also, on a site directly adjacent to the Village Park, Cannon Mills Company <br /> has constructed a 5,50D square foot senior citizens' service building known <br /> as the Senior Citizens' Center. In the same general area, Cannon Mills <br /> Company has offered available land to the Cannon Memorial YMCA for the purposes <br /> of constructing a new YMCA building which will include an outdoor and indoor <br /> pool complex. See Attachments 1 and 2 for maps referencing this proposed <br /> development. <br /> <br /> ' The entire complex, which will be linked by connecting trails and pathways <br /> will provide quality recreation opportunities for all age groups ranging from <br /> the youth to the elderly. In addition all facilities will be accessible to the <br /> handicapped and provisions will be made to serve citizens from all socio- <br /> economical backgrounds. <br /> <br />D. Bakers Creek Park is being constructed on land donated to the Cabarrus - Rowan <br /> Park Commission by Cannon Mills Company. As previously mentioned, it will be : <br /> contiguous to Village Park, a passive recreation facility located on the <br /> Cabarrus and Rowan County Border. <br /> <br /> The cost of total development on Bakers Creek Park is projected to be $g22,000. <br /> lhis project is a proposed $162,442 development program. Cabarrus and Rowan <br /> Counties will share in the local cost based on a 65~ - 35~ fon~ula. Cabarrus, <br /> with the largest population base within a 5-mile service radius of the facility, <br /> will contribute 65% of the cost of development, operation and maintenance. <br /> <br /> <br />
