! ARTICLE I. ORCANIZATION OF PERSONNEL SYSTEH Section 1. Purpose Thc purpose of this policy is to establish a personnel system which will recruit, select, develop and maintain an effective and responsible work force, This policy is established under the authority of Chapter 153A - Article 5 and Chapter 126 of the General Statutes of North Carolina, Section 2. Coverage ·his policy will cover all employees in the county's set. ice e~cept: (a) elected officials; (b) the County }tanager; (c) county attorney and members of advisory and special boards or commissions; (d) employees of the North Carolina Agricultural Extension Service, except that they will be subject to Article V, Section 1 and Article V1, Sections 1-3; (e) employees governed by the rules of the State Competitive Service i System~ except that they will be subject to Article I, Sections ~ 1-4; Article III, Sections 3 (b), 9, 10 11; Article V, Sections/ '",_ 1-4; Article VI, Article IX; Article X; and Article XI; ~ (f) the executive secretary of the County Board of Elections, that this employee will be subject to Articles II and III, Article IV, Sections 1-?; Article VII, Sections 2, 6, 13, and 15; Articles V and VI; ~{5 (g) temporary employees designated by the Board of County Comissioners, except that they will be subject to Article I; Article lII, Section 9; Article IV, Sections 1-9; Article V; Article VI, Sections 1, 3, and 201 Article VIII, Section 5; Article X; and Article IIi and (~ ~h) employees of the county board or boards of education. Section 3. Employee Definitions (a) Competitive Service Employee. An employee of local sodial service departments, public health departments, mental health centers and local offices of civil preparedness receiving federal grant-in-aid funds. (h) Cem, ral County Employee. A county employee assigned to a depart- ment other than the ones listed in {a} above.
