Purpose <br /> <br /> Thc purpose of this policy is to establish a personnel system which will <br /> recruit, select, develop and maintain an effective and responsible work force, <br /> This policy is established under the authority of Chapter 153A - Article 5 <br /> and Chapter 126 of the General Statutes of North Carolina, <br /> <br /> Section 2. Coverage <br /> <br /> ·his policy will cover all employees in the county's set. ice e~cept: <br /> (a) elected officials; <br /> (b) the County }tanager; <br /> <br /> (c) county attorney and members of advisory and special boards or <br /> commissions; <br /> <br /> (d) employees of the North Carolina Agricultural Extension Service, <br /> except that they will be subject to Article V, Section 1 and <br /> Article V1, Sections 1-3; <br /> <br /> (e) employees governed by the rules of the State Competitive Service <br /> i System~ except that they will be subject to Article I, Sections <br /> ~ 1-4; Article III, Sections 3 (b), 9, 10 11; Article V, Sections/ <br /> '",_ 1-4; Article VI, Article IX; Article X; and Article XI; <br /> <br />~ (f) the executive secretary of the County Board of <br /> Elections, <br /> that this employee will be subject to Articles II and III, <br /> Article IV, Sections 1-?; Article VII, Sections 2, 6, 13, and 15; <br /> Articles V and VI; <br /> <br /> ~{5 (g) temporary employees designated by the Board of County Comissioners, <br /> except that they will be subject to Article I; Article lII, Section <br /> 9; Article IV, Sections 1-9; Article V; Article VI, Sections 1, 3, <br /> and 201 Article VIII, Section 5; Article X; and Article IIi and <br /> <br /> (~ ~h) employees of the county board or boards of education. <br /> <br /> Section 3. Employee Definitions <br /> <br /> (a) Competitive Service Employee. An employee of local sodial service <br /> departments, public health departments, mental health centers and <br /> local offices of civil preparedness receiving federal grant-in-aid <br /> funds. <br /> <br /> (h) Cem, ral County Employee. A county employee assigned to a depart- <br /> ment other than the ones listed in {a} above. <br /> <br /> <br />
