Detailed Scope of Work - Phase 1 Page 5 Task E: Solid Waste Processing Alternatives Task £stablish the best design concept, technology and "risk-free" system Objective for processing ~he solid vaste in keeping with the design criteria established in Task D. Initial Screening I review of technology applicable to the facilities determined in Tasks A, B, C, and D will be perfo.rmed. The systems will then be investigated in depth as follows: In Depth Analysis Prepare a conceptual design of the total waste-to-energy systems defined in the initial screening. Obtain floor plans, schematic layouts, and flow diagram of the processes used in the waste-to-energy system to develop cost estimates and site location; calculate energy and material balances and system reliability in light of energy user requirements to establish net co~odities that will be soldI determine properties of outputs and residuals of the processI incorporate transportation a~d transfer costs of the waste fuel into the o~lnS and operating costs of the facility to determine overall system cost, Determine properties of energy output of these processes. Determine properties of the residual wastes produced by the processes. Prepare an analysis of the economic viability of the project to include consideration of total capital costs, operating and maintenance costs, and a total revenue requirement. Prepare en estimate of the total project cost ~hich ~ould include construction cost, contingency, allowance for start-up, financing costs, capitalized interest, reserve funds and bond fund, if an)'. Prepare an estimate of total operating and ~aintenance costs associated with the norms1 operation of the project. Prepare an estimate of the total annual revenue requirement, including payment in lieu of taxes, if any, and project management fee. Prepare an estimate of the energy, materials and disposal charges of the project as compared to existing prices for energy, materials and solid waste disposal.
