Detailed Scope of Work
Phase 1
Page 6

Cogenerstion

The feasibility of co-generation viii be investigated. The
generating potential of the facility will be deter~ined with cost
estimates for t~e addition of co-generation equipment. Revenue
projections rill he made for the sale of electric pover and/or cost
avoidance savings from using generated power /n-house.

Task C: Plant Siting Analysis

Task Establish the optimum site(s) in terms of economics~ public relations
Ob~ective: and environmental impact.

This effort will include the folloving:

-Identify and visit potential sites for location of resource recovery
facilities.

-Evaluate individual sites for contour and terrain, and co~patability
~ith tie energy recovery process.

-Rete the sites on location with ~espect to generation centers and
accessibility to major road netvorks.

-Evaluate the potential sites for comparability of proposed facility
with existing surroundings.

-Evaluate the location of the proposed facility sites in relation to
existing or future sanitary landfill locations.

Task D: Analysis of Plant Capacity, Hodular Arrangement and Energy Recovery
Potential.

Task Establish the plant design capacity and criteria as to number of
Objective: individual units, standby requirements, level of reliability and
energy production/materials recovery.

Results of Tasks A, B, and C viii provide the decision-making input
regarding design criteria.

Technology Screening and review viii provide intelligence regarding
energy/~2terials output potential.

geco~endations rill be made on the preferred methods of
transportation off HS~ to the site. A separate transportation
analysis ~ill be made for each governmental body involved in the
facility.
