3. Approach <br /> <br />The project will be constructed on land donated to Cabarrus and Rowan Counties as <br />tenants in co.non, by Cannon Hills Company owner, David H. Hurdock. Detailed <br />planning for the project will be performed by certified landscape architects and <br />engineers through contractual arrangements with the Cabarrus - Rowan Park Commission, <br />Project construction wli1 be performed through a combined combination of contract <br />construction and work performed by the staff of the Cabarrus County Parks and Recrea- <br />tion Department. The reason for this approach is to reduce the cost of construction <br />in order to provide more facilities for the available funds. <br /> <br />Community involvement will be sought for this project by the establishment of a Park <br />Foundation. Currently plans include the establishment of a Park Foundation through <br />the Kannapolis Chamber of Commerce who will serve as a prime sponsor for the Foundation. <br />The primary purpose for the Foundation will be to solicit additional funds for the <br />Park's future construction. <br /> <br />The following time schedule is anticipated to complete the project: <br /> <br />a. Grant approval (120 days) <br />b. Preparation of construction plans and specifications (90 days) <br />c. Advertisement of bids and contract award (60 days) <br />d. Construction (180 days) <br />e. Final inspections <br /> <br />The following organizations and individuals have or will he involved in the project: <br /> <br /> -Steve L. Little, Parks and Recreation Director, Cabarrus County, North Carolina <br /> -Land acquisition liaLson, planning of the project, construction administra- <br /> tion, final inspection, operation and maintenance <br /> -Jim Foltz, Parks and Recreation Director, Rowan County, North Carolina -land acquisition ]~a%son, planning, and consultant -Cabarros - Rowan Park Commission -advisory and critique role <br /> - Cabarrus County Board of Commissioners <br /> -project approval and financial support -Rowan County Board of Commissioners -project approval and financial support -PDR and Associates -preparation of detailed master plan, park site plan, land use analysis, <br /> program development, detailed specification assistance, engineering <br /> assistance <br /> -U.S. Soil and ~'ater Conservation Service -soils analysis and stream flow information -Rowan County Health Department -enforcement of health standards and regulations -Robert Amos -recreation specialist, N.C. Department of NR & CD, consultant -Centralina Regional Council of Governments -project review <br /> 7 <br /> <br /> <br />
