The gross inadequacies of public recreation spaces is synonymous with the lack 6f <br />public recreation facllit£es. For example, there are only six public tennis <br />courts in the entire area, no public picnic facilities, no public svimmtng pools, <br />and no public trail systems. There are a few sports fields available and this <br />pri~arily comprises the public recreation facilities available to citizens in the <br />area. Currently. residents have to be menbers of the Cannon H~morial YItCA in <br />order to participate in r~creation opportunities in the area. <br /> <br />The principle objective of this project is to provide recreation facilities to the <br />citizens of Northern Cabarrus and Southern Rovan Counties. Presently under construc- <br />tion, Bakers Creek Park includes the development of four tennis courts, t~o picnic <br />shelters~ a toilet-concession facility, several multi- and single-family picnic sites, <br />volleyball courts, and horseshoe pits, as well as supporting facilities such as <br />parking lots~ roadway systems, landscaping and utilities services. The proposed <br />project provides for lighted tennis courts, trail development~ additional multi- and <br />single-family picnic sites, paving of roadway and parking lot~ play,round apparatus, <br />security syste~a for building, and supporting facilities such as electrical lighting <br />system and landscapin§. 'The long-range plans for this park include the development <br />of a trail system, including connecting greenways to other proposed facilities in the <br /> <br />The project will be operated by the Cabarrus County Parks and Recreation Department <br />through a contractual arrangement with the Cabarrus - Rowan Parks Commission. The <br />Park Commission will establish operating policies for the facility. Other public <br />recreation agencies in the area include the Rowan County Parks and Recreation Depart- <br />meet. This Department currently operates three park~ in Rowan County located <br />primarily in the west, north and east areas of Rowan County. As iorementioned, · <br />Kannapolis does have a Y~ICA. Approximately 5.000 residents of Northern Cabarrus <br />and Southern Rowan Counties are members of the Kannapolis YMCA. In addition Cabarrus <br />County Parks and Recreation Department operates one other public facility, the Frank <br />Liske Park, located approximately 12 miles south of the proposed project. <br /> <br />The overall comprehensive plans for Cabarrus and Rowan Counties discloses a major <br />need for facilities of the type proposed in this pro~ect. <br /> <br />The proposed facilities will provide basic opportunities for active and passive <br />recreation to all the residents of Northern Cabarrus and Southern Rowan Counties <br />and irs environs. Assistance is needed in this prolect in order that the Counties <br />can begin fulfulling its role of providisg basic recreation services to the residents <br />of ~he project's service area. <br /> <br />2. Results and Benefits L~pected <br /> <br />As a result of the proposed development proRram, the residents of Northern Cabarrus <br />and Southern Rowan Counties will be provided a variety of safe and attractive <br />recreation opportunities. ~he Park will provide opportunities that stress program <br />areas in league play, picnicieg, nature interpretation, and tennis play. The <br />proposed facility will be designed to benefit all a~es and will serve the physically <br />and mentally handicapped as well. In planning facilities for this Park, due <br />consideration has been given to the area's overall recreation need. and the ability <br />of this particular installation to help meet'those needs. In addition, emphasis has <br />been placed on those recreation activities identified by the former Bureau of Outdoor <br />Recreation as being the most in demand. <br /> <br /> <br />
