PART iV <br /> <br /> P ROGRA~.! NAP~I~T 1V £ <br /> <br />1. Objectives and Need for Assistance <br /> <br />The proposed project, the Bakers Creek Community Park, is located in a densely <br />populated area of North Carolina along the Northern Cabarrus and Southern Rowan <br />County border. The project's potential service area includes the Kannapolis <br />and Euochvllle census designated place(CDP), the City of Landis and the City of <br />China Grove. The total service area for the proposed project is approximately <br />43,000 persons, according to the 1980 census survey. Moreover, the proposed <br />project is located in the heart of the newest incorporated city in the State of <br />North Carolina, Kannapolis. <br /> <br />The project has several very unique features. First, this is the first time in <br />the State of North Carolina that two county units of government have elected to <br />participte in a joint leisure related project. The local cost of development <br />and operation will be shared on a percentage basis based on the population within <br />a five mile radius of the project site. The project will operate under the <br />auspices of the Cabarrus-Rowan Park Commission, a policy commission established <br />by joint resolution of the Cabarrus and Rowan Boards of Commissioners in January <br />of 1980. The Park Commission is comprised of four members from Cabarrus County <br />and four members from Rowan County appointed respectively by the Cabarrus and <br />Rowan Boards of County Commissions. <br /> <br />A second unique feature of this proposed project is the fact that the site is <br />located contiguous to a proposed recreation facility being constructed by Cannon <br />Mills owner, David M. Murdock, in Cabarrus County. The proposed Village Park, <br />located directly on the Cabarrus-Rowan County borderline is a $500,000 park de- <br />velopment program initiated by Cannon Mills Company and will primarily ~e a <br />passive recreation facility. Moreover, Cannon fHlls Company is the owner of a <br />water and sewer easement that will link the Village Park to the North Kannapolis <br />Community Park by a Greenway System. Once complete, the entire facility will <br />encompass approximately ?0 acres, and will be open to the public. Also, on <br />a 'site directly adjacent to the Village Park, Cannon Mills Company is currently <br />constructing a 5,500 square foot Senior Citizens Service Building. i'In the same <br />general area, Cannon Mills Company has offered available laud to the Cannon <br />Memorial YMCA for the purposes of constructing a new YMCA Building whJch will <br />include an outdoor and indoor pool complex. The entire complex will provide <br />quality recreation opportunities for all age groups ranging from the youth to <br />the elderly. Moreover, all proposed facilities will be accessible to the handi- <br />capped and provisions will be made to serve citizens from all socio-economical <br />backgrounds. <br /> <br />The projectts principle service area, the Kannapolis/Enochville CDP has gross <br />deficiencies in the availability of public recreation facilities. Based on <br />State and local approved standards, there is a current need for 560 acres of <br />public recreation space. Only 90 acres of public recreation space currently exists <br />and this is located primarily at public education property and is available only <br />on a limited basis. Therefore, a deficiency of 470 acres of recreation space <br />exists in the Kannapolis/Enochville CDP. <br /> <br /> <br />
