BACKGROUKD <br /> <br /> Cabarrus County~ North Carolina, requests proposals for a preliminary <br /> study to determine the feasi~ility of incinerating the countyts <br /> municipal solid waste (HSd). The firm selected ss a result of this <br /> Request for Proposal (RFP) will he expected to analyze the technical, <br /> operational, and economic feasibility of incinsratioS the county's <br /> HSW. This preliminary study shall include, but not be limited to, <br /> the following: <br /> <br /> a. Waste management system analysis, including present practice and <br /> cost, quantity and quality of <br /> b. Harket analysis for the potential sale of energy (steam, <br /> electricity, etc.) as well as recoverable material <br /> c. Identification of possible available incinerator location(s) <br /> and size(s) <br /> d. Identify possible technologies for incineration <br /> Identify institutional, legal, financial, environmental and <br /> social/political considerations <br /> f. Sur~ation of all relevant criteria for further decision-making <br /> <br /> II. RFP PROCEDURES <br /> <br /> Include in a final report, with a tentative time table, steps to be <br /> taken toward completion of incineration facility~ if applicable. <br /> <br /> A.
