CANNON MILLS COMPANY · KANNAPOLIS, NORTH CAROLINA 28081 · U.S.A.

March 8, ]985

Mr. Charles Mc~{nnis
Cabarrus County Manager
P. O. Box 707
Concord, North Carolina 2~025

Dear Mr. McGinnis:

As you are aware, we have discussed with Mr. Tom
Robinson the options available to us for continued operation of
water and sewer facilities serving residents oF the Roberta sec-
tion of Cabarrus County. TO confirm our discussions, I submit
for your consideration Cannon's position on this matter.

You have requested that Cannon grant to you rights-of-
way for construction of new water lines that will ultimately
replace the present system at Roberta. We have no problem with
your plan an~ ,,i]l work with you to grant necessary rights-of-
way. Our concern is that the existing service continue until
such time that you are able to replace it.

We are currently providing water and sewer service to
thirty homes in the Roberte area. Both systems are approved by
and monitored by appropriate state agencies. We also hold
current permits and make regular monitoring reports to state
agencies.

Since you now have plans for ultimately Providing water
and sewer service to Roberta as part of a county-wide system, it
is appropriate that you provide interim service using the
existing system now operated by Cannon. The present systems are
adequate for You to begin providing such mervice in the Roberta
area immediately. As a public agency, you will be able to bill
users for such services which should oerm~t you to cover your
costs and possibly realize some small profit. We will be glad to
work with you and state agencies to make an orderly transfer of
service resoonsibilit¥.
