PROGRk~I'DESCR~PTION: <br /> <br /> The Temporary Shelter Care ~roject'has and ~il~-contidU~'-/-~provid~ temp~rar~;'ca~-and <br /> planning services for youths ~ho are under the care of £abarrus County Department of Social <br /> Services. Youths enter the progr~ra on an emergency basis and remain for a maximu~ of 90 <br /> days. In addition to receiving quality residential care, planning services are offered to <br /> fully assess the youth's family system and individual needs so that appropriate plans can <br /> be developed for bis future. <br /> <br /> The Temporary Shelter Care is being operated in Cabarrus County through a contract signed <br /> by Cabarrus County Department of Social Services and North Carolina Lutheran ~a~ily Services. <br /> The emergency facility is a large, t~o story house in the city of Concord~ located approxi- <br /> mately t~o miles from the DSS and local agencies. It is ~itbin ~alking distance of do~to~ <br /> Concord and is in an excellent neighborhood offering recreation, library, shopping and school. <br /> The neighborhood is accepting of the residents and no oppositio~ to this placement has been <br /> kno~. The residence is a t~o sto~y, frame house having a fenced-in back yard, three space <br /> carport, six bedrooms, kitchen, dining room, living room, laundry area, and office. T~o <br /> baths are available for the children and five bedrooms are available for them. A separate <br /> bedroo~ and bath is available for a child care ~orker so that one is on the premises at all <br /> <br /> to assist in the successful operation of this program. Besides Lutheran Family Services, <br /> Centralina Council of Government has given us assistance in the financial aspect regarding <br />...... {unding of this pro~ect;-"The'Task-Force serves as ldvisory group andadvises-on ~unding '-' <br /> and services to be provided. 3~le director of the e~ergency shelter care facility is <br /> responsible for administration.of the program. She hires and trains the child care ~orkers <br /> and supervises the placements. Cabarrus Couuty submits all reports for funding and monitors <br /> the facility's activities. <br /> <br /> A Cabarrus County DSS social ~orker places the child after alerting the director. <br /> identif)'ing information is recorded and rules explained. The child is scheduled for medical <br /> exam and psychological test and is enrolled in school. The 955 assigns a social ~or~er to <br /> every child in placement'at the facility ~ho floes the planning placement and counsels child <br /> and family to determine appropriate plans. Potential admissions are approved by the project <br /> director ~ho discusses the child ~ith the facility director. <br /> <br /> The facility provides schedule of study (in school ~d out of school for all children). If <br /> they are on suspension, school ~ork is given as scheduled. Bedtime, self-care, free time, <br /> church activities, household chores, group activities are al~ays scheduled. Group activities <br /> often include lo~ cost experiences such as camping ~hich offer a therapeutic component to <br /> the placement. <br /> <br /> Discipline is decided by the facility director. No corporal punishment is used. ~estriction <br /> of privileges ~orks better. At least one child care ~orker is present at all ti~es. <br /> <br /> Staff meetings ~ith DSS and Lutheran Services are held ever)' quarter. Progress reports on <br /> each child are recorded ~eekly by the facility staff and they participate as needed in all <br /> aspects of the child's life ~hile he is in placement. The facility is licensed by North <br /> Carolina Department of Social Services accordin~ to guidelines for a group bo~e. ~is ~ust <br /> bc reoe~ed each year. <br /> <br /> The basic function of the residential care program ~ill be to provide opportunities ~ithin <br /> group living of constructive growth and development, boieg al~ays a~are of the special <br /> needs of the youth being served. ~e youth acting, reacting to and interacting ~ith peers <br /> and adults in a cottage euvironment ~ill contribute to their growth and education. <br /> <br /> (Coo't) <br /> <br /> <br />
