This reguest p~ovides-for-ope~ation.of_the_N.C.__Depa~tment <br /> of Commerce Weatherization_Assis%ance_Program_the administration <br /> 6~-~6~-~fi~-~-~n~--~-~his agency by the Board at its June 3rd <br /> meeting. <br /> <br /> We have been advised by the Department of Commerce that ~barr__us <br /> County will be allocated $40,000 in~er~l_H~lth and Human Ser- <br /> vices f_~di~_for this program for the period September, 19'g5' <br /> through March, 1986. We are assured by the State that, provided <br /> our performance is satisfactory, we can expect additional funding <br /> to maintain or expand our program on a continuous basis. <br /> <br /> During our initial contract period, we will be expected to wea- <br /> therize a minimun of 27 homes of low-income qualifying elderly <br /> and handicapped. In~mem~not exceed 150% of the poverty level <br /> ($10,575 for a family of 2). The homes may be either owner-occu- <br /> pied or renter-occupied. (In the case of renter-occupied homes, <br /> the landlord must sign an agreement that he will not raise the <br /> rent due to the weatherization improvements and that he will not <br /> evict the tenant for one year so long as the tenant complies with <br /> all ongoing obligations and responsibilities to the landlord.) <br /> Neatherization measures include: (1) caulking, weatherstripping, <br /> window glazing and other infiltration measures; (2) attic insula- <br /> tion; (3) water heater, pipe and floor insulation; (4) duct insula- <br /> tion; (5) underpinning; (6) storm windows; and (7) storm doo~s <br /> in that priority order. <br /> <br /> In order to determine the best way of administering the program, <br /> we have had several discussions with Department of Commerce staff, <br /> reviewed Federal and State policy materials, and visited three <br /> programs in other communities. %qhile we are still working on many <br /> of the details as to how we would like to operate the program, we <br /> have made a basic plan. <br /> <br /> <br />
