Paymen~ ~or labor would be based <br /> upon a fixed rate of so many cents per dollar's worth of materials <br /> installed. We would request bids from companies on this basis. <br /> Our staff would provide the contractor orders regarding the speci- <br /> fic work to be done and materials to be used on individual jobs. <br /> In order to control the price of materials used, a price list for <br /> materials would be developed by staff on a quarterly basis. This <br /> list would give the average price from a minimum of three vendors <br /> for each item of material used in the program. The contractor <br /> would be paid this average price for materials used as verified <br /> by final inspections conducted by our staff. <br /> <br /> This method is being used sucessfully by the program in Alamance <br /> County. Sub-contracting in general is used by about 20% of the <br /> 51 other programs around the state. The alternative to this would <br /> be to maintain a crew of employees and to purchase materials. <br /> That method would involve acquisition of equipment and storage/ <br /> workshop space. This would be less efficient than sub-contracting. <br /> <br /> We will need to employ a Program_.Coordinator. This individual <br /> <br /> (1) Compiling the sub-contractor bid package and participating <br /> in the pre-bid conference; <br /> (2) Conpiling and maintaining the materials price list; <br /> (3) Providing information to agencies and groups; <br /> (4) Determining eligibility of applicants from DSS records and <br /> other sources; <br /> (5) Maintaining the waiting list; <br /> (6) Scheduling jobs; <br /> (7) Specifying. to the contractor work and materials for jobs; <br /> (8) Supervising the contractor and providing technical assistance <br /> on compliance with Energy Division guidelines; <br /> (9) Inspecting work performed; <br /> (10) Accounting to bookkeeping staff for materials utilized; <br /> (11) Completing program activity reports required by the State. <br /> <br /> In checking with the State Personnel Office, we find that the <br /> CoOrdinator position, which most or all programs seem to have, <br /> should be classified at the Grade 63 level. (This position com- <br /> bines requirements for the clerical, accounting, and management <br /> skills of an Administrative Assistant I with the construction <br /> skills knowledge Of a carpenter superviser, both of which are <br /> Grade 63.) <br /> <br /> This is bein~_re~Bgsted as a full-time, permanent position. <br /> <br /> Procedures for taking applications, maintaining a waiting list, <br /> and scheduling individual jobs have not been finalized as yet. <br /> %~e do plan to request referrals from within the Department as <br /> well as from other community agencies and to invite applications <br /> front the public, i~e plan 9enerally to utilize a first-come, <br /> <br /> <br />
